Precinct 2 Drainage Study

As a subconsultant, Krest Engineers, working along with Michael Baker, developed a drainage improvement needs assessment and project cost development for watersheds within the redistricted Precinct 2 limits in Harris County, Texas.

The goal of the fast-paced project was to review existing watershed plans and recent flood loss data in the precinct to develop a prioritized list of flood mitigation projects that can be implemented to reduce flood risk for the communities in Precinct 2. Krest Engineers reviewed the Watershed Planning Projects reports for all eight CDBG-DR studied watersheds.

A total of 38 projects were evaluated and 25 of those projects were selected as candidate projects for Precinct 2 to consider. Particularly, Krest Engineers completed a high-level flood mitigation benefit analysis to estimate how many structures would be potentially taken out of the 100-year floodplain (or benefited by lowered WSE of more than 3 inches) for Greens Bayou and Sims Bayou watersheds by 2D Rain-on-Grid (RoG) HEC-RAS modeling.

The project approach, results, and benefits were submitted to Precinct 2 in a Technical Memo.
