The Harris County Master Drainage Project is a comprehensive, county-wide initiative aimed at updating and improving regional stormwater management, flood mitigation, and drainage infrastructure across all four county precincts. To ensure consistent quality and strategic alignment, the Harris County Engineering Department retained DCCM as the Prime Program Manager. Under this master contract, four distinct engineering consulting firms have been deployed—one assigned to each precinct—to develop localized master drainage plans.
Krest Engineers serves as a key technical subconsultant on the DCCM program management team. In this role, Krest Engineers provides critical quality assurance, technical oversight, and independent review services to ensure that the deliverables from the consultants meet Harris County's stringent engineering standards and long-term resilience goals.
Krest Engineers is responsible for the systematic review and validation of critical project milestones and its key tasks include:
- Data Collection Summary Report Review: Evaluating the foundational data gathered by precinct consultants (including historical flood data, existing infrastructure inventories, and hydrologic/hydraulic baselines) to ensure data integrity and completeness before modeling begins.
- Initial Alternative Assessment Review: Conducting rigorous technical evaluations of the early-stage drainage concepts and flood-mitigation alternatives proposed for each precinct, ensuring feasibility, cost-effectiveness, and regulatory compliance.
- Summary Technical Report Review: Performing final quality assurance reviews on the comprehensive technical reports that define the recommended master drainage improvements, ensuring the engineering logic, modeling results, and proposed capital improvement projects (CIPs) are robust and actionable for Harris County.
