The BFH Program was to remove all tollbooths along Sam Houston Tollway and the program's PS&E package also includes main lane widening, ramp reconstruction, bridge widening, and sidewalks. Totally 20+ engineering consulting firms were involved in the program with disciplines covering transportation, structural, hydrology and hydraulics, traffic, project and program management, and environmental.
Jim Han, President of Krest Engineers, served as the H&H Discipline Program Manager for this program while working at another civil engineering company. Mr. Han worked closely with 3 H&H prime consultants and 5 subconsultants to draft the project scopes and fees and help them establish the required H&H study criteria. Mr. Han coordinated the H&H efforts and results between the H&H consultants and the Segment Design Consultants. As the owner's representative, Mr. Han facilitated the communications with other stakeholders (TxDOT HOU District and HCFCD) regarding drainage and flood mitigation to get their buy-in. Ultimately, Mr. Han was responsible for the H&H task to be completed on time and within budget.
