Krest Engineers prepared a Traffic Impact Analysis (TIA) for the proposed 42-acre office and warehouse development (Ald-West Commerce Center) in Harris County, Texas. The project included approximately 330,000 SF of office and warehouse space in Phase 1 and approximately 275,000 SF in Phase 2. Because the proposed development exceeded Harris County traffic thresholds, a TIA was required as part of the development process.

The study included coordination with Harris County Traffic Engineering to identify the study intersections and project driveways, including the intersection of Rankin Road and Aldine Westfield Road. Thirteen hours of traffic data were collected and analyzed to evaluate existing traffic conditions. Existing roadway operations and signal timing were modeled using Synchro traffic simulation software.

Future traffic conditions were projected using historical traffic growth trends and Harris County recommendations. Site-generated traffic was estimated using OTISS Pro and the ITE Trip Generation Manual, then distributed based on observed traffic patterns from the field data collection.

Capacity and Level of Service (LOS) analyses were performed for the AM and PM peak hours in accordance with the Highway Capacity Manual (HCM). Based on the analysis, traffic mitigation measures and access management improvements, including turn lanes and driveway spacing recommendations, were developed to support safe and efficient access to the site.
